Refused changes, kept on purpose
A layer that tried to loosen a rule is itself a supervision signal, so the attempt is recorded and the rule stays where the higher layer set it.
- Holdings drifted outside the stated profile: Advisor tried to set maxConcentration to 35. Would loosen Single-name concentration ceiling. A lower layer may only move it in the stricter direction.
